I tried to open one at <a href=\"http:\/\/www.seb.ee\/index\/1301\">SEB<\/a>, but they said that they won&#8217;t open to non-resident Americans for some reason. If I was Canadian, it would have been no problem. <\/p>\n<p>So now I have a European bank account with 100 EEK ($8.82) in it!
